The Minister of Health, Melanie des Freedom and paid her respects to the Bavarian doctors right at the beginning of their term of office. She was warmly welcomed by her colleagues.

Four weeks after the Bavarian state elections and three weeks after the federal elections, the 72nd Bavarian Doctors' Day met in Bamberg, Upper Franconia. The new Minister for Health and Care in the Free State, Melanie Huml, attended the opening. Huml is doctor and comes from Bamberg. Since October 2007 she has been State Secretary in the State Ministry for Health and the Environment (see also personal details in this issue).
The President of the Bavarian State Medical Association, Dr. med. Max Kaplan, welcomed the politician at her first public appearance in the new office and was pleased “that we have finally got our own Ministry of Health”. He saw this as sign of the special importance of health policy. The minister pointed out that the reconstruction of the health ministry would take some time. The focus of their work would be the further development of high-quality local care, increasing the attractiveness of the medical profession and sustainable financing of the health care system. Above all, she strives for greater responsibility on the part of the regions and cited requirements planning as an example.
Huml wants to support general practitioners
Huml expressly acknowledges its support for general practitioner and specialist care. She will vigorously advocate the demand for family doctor contracts without fee ceiling in the upcoming coalition negotiations at the federal level. The threatening age development must be taken into account not only among general practitioners, but also among specialists. The medical profession must remain attractive. This includes the commitment to the free profession. Doctors, psychotherapists, nurses and everyone who works in medical care need stable framework conditions and appropriate remuneration for their important work.
Bavaria will continue to work for permanent improvement in hospital financing. Bavaria's hospitals do not need punctual emergency aid, but rather sustainable hospital financing and permanent improvement in the financing of operating costs. It is clear that the federal government has duty here.

In addition, competition between health insurance companies must be strengthened for the benefit of patients. Huml emphasized: “The centralized health fund should be abolished again. The health insurance companies should be able to decide on the contribution amount themselves. This is an important incentive for more profitability in the health care system. ”Bavaria wants to maintain and develop the dual system of statutory and private health insurance. In contrast, citizens 'insurance is just an empty phrase and not suitable for solving the problems of health insurance.
Kaplan saw the Doctors' Day shortly after the elections as great opportunity to send strong signals in the direction of politics. He praised the funding programs of the Bavarian Ministry of Health for the promotion of young doctors, which are already bearing fruit. But further efforts are to be made: the state of Bavaria must create sufficient number of medical study places, change the access criteria for the allocation of study places in medical faculties, and nationwide selection criteria have to be created. Kaplan also demanded comprehensive and appropriate allowance for expenses in the practical year. Investment subsidies should make it easier for young doctors to settle in structurally weak regions. "In addition, the measures introduced with the Supply Structure Act to improve the compatibility of work and family are to be further expanded," said Bavaria's Doctors' President.
For flexible working hours
The delegates of the Bavarian Medical Association demanded the hospitals to create family-friendly working conditions in timely manner. The inability to combine family and work has proven to be major reason for the shortage of doctors. Among other things, flexible working hours, reliable working and on-call times, secure childcare and unbureaucratic implementation of flexible parental leave regulations are necessary Among other things, the restoration of diagnostic and therapeutic freedom counts. The direct influence of health insurances on the doctor-patient relationship must also be reduced. In the area of investment funding, the Länder must remain able to choose between individual funding of investments and funding through investment lump sums.
