"We are of the opinion, especially in terms of quality assurance, that the Chamber should be at the table here," said Kaplan, who is also BÄK Vice-President.
For example, the Federal Medical Association should be just as compulsory for the new regulation of outpatient specialist medical care in Section 116 b SGB V like the state medical associations are involved in the implementation on site. Kaplan: “We are calling for contract solution through four-sided contracts. Uniform quality standards in outpatient and inpatient areas are important. In any case, it should be contractual solution and not solution by the G-BA. ”
The Bavarian Medical Association also spoke out in favor of transferring the definition competence to the German Medical Association
- in the case of regulations under the federal umbrella contract between the National Association of Statutory Health Insurance Physicians and the National Association of Statutory Health Insurance Funds on qualifications that are required for the provision of special contract medical services (Section 135, Paragraph 2),
- when determining the requirements for the qualification of new doctors Examination and treatment methods by the G-BA (Section 135, Paragraph 1, Clause 1, No. 2) as well as
- in the case of guideline resolutions of the G-BA on quality assurance for statutory medical care and approved hospitals (Section 137, Paragraph . 1 sentence 1 no. 2).

Logical consequence of the whole: According to the ideas of the Bavarian Medical Association, the decision-making body of the G-BA should in future include two members appointed by the German Medical Association. One could not be satisfied with the current involvement of the BÄK in the decision-making of the G-BA. "We are heard, but we have nothing to say," Kaplan summed it up. The medical associations and the BÄK provided neutral representation of the medical profession at the federal level, according to the board motion. The health insurance bank would have to be increased by two members for reasons of parity.
As if this were not enough in terms of competence gain, Kaplan also demanded that the BÄK should be involved in the future if - as provided for in the draft of the Supply Structure Act - the partners of the federal shell contract agree on catalog of services that can be delegated may be performed on an outpatient basis by members of the medical professions.
The 70th Bavarian Doctors' Conference also spoke clearly on other issues. The delegates called for the practice fee to be abolished, as it no longer had any control function in outpatient medicine. The function of the family doctor as guide in the health system is circumvented by subsequently issuing referral slips. The expansions planned for the electronic health card should not be introduced under any circumstances. Both the online data comparison and the central storage of patient illness data would involve considerable security risks.
